I doubt it:
Powell's skin is too dark.
Ms Clinton is a woman.
McCain does not have the support of the neo conservatives or the Christians that run the Republican party.

McCain has said he's not going to run.
Powell is finished with politics. That much can be certain.
Hillary is very doubtful to run. I don't think the DNC/DLC will prefer her to run.
Actually I listened to a very recent interview with McCain, and he never answered the question "no", but stated that he was going to focus on the current work to be done. The way it sounded he was basically leaving his options open.

McCain on Meet the Press this morning --
Russet: when would you have to make up your mind if you wanted to run in 2008?
McCain: at least not for a couple years... the president hasn't even been inagurated yet. isn't it a little bit unseemly for any of us to start on that path again? it would also reduce my effectiveness in the Senate if people believe that all of these efforts are designed for a presidential canadicy?
when Russet asked him about the age factor, McCain references his mother, who is 92 and still a pretty active person. based on that and his earlier comments about Bob Jones et al, he's leaving the door pretty widely open.
