What speed, capacity, and price range are you looking for specifically? We can't just tell you a brand and expect you to believe it.

If you only have those two choices, then i'd get a WD. But IBMs are the best. I'd look into Quantum as well.

Newer Generation Of Diamond Maxtor drives are very good in price and are actually one of the best PC(personal computing) units available. They over clock well also.

Had six WD drives in the past. Rma'd two of them. Just recently built a T-bird system and decided to try the Diamond Max Plus 40 in the 20GB variety. So far I am pleased with transfer rates and much less noise or so it seems then the WDs. The WDs seemed to work fine, just ended up having alot of bad sectors which tended to be located towards the center of the drives.

Definitely go with Maxtor. In the 7200 arena, there are really just 3 players, IBM, Quantum and Maxtor. WD, Seagate, Samsung, and Fujitsu, they're not even in contention when we talk about 7200rpm hard drives. WD hasnt made a good drive in years, Seagate is decent but they're focusing on SCSI and totally ignoring IDE(their biggest 7200 drive model is only 20GB), and forget about Samsung and Fujitsu. You might want to get the newest Maxtor DiamondMax Plus 45 model, it's great.

Advantages and disadvantages

IBM 75GXP:
Ultra transfer rates
Good seek time
Quiet and cool
Expensive

Quantum Fireball Plus LM:
The seek time king
Good transfer rates
Loud and hot
Less expensive

Maxtor DiamondMax Plus 45:
Very good transfer rates
Slower seek time than the other two
Quiet and cool
Cheapest of the three(45GB model for $179)

I have a WD and I chose that cause back when I got it, it was the quietest of the two.

You're talking about the Expert line right? Well, my friend, IBM and WD terminated alliance sometime last year. The current WD Cavier 7200rpm line are all made by themselves. Plus, those Experts were slower than IBMs even though IBM made them.

As decent as WD is, IBM/Quantum/Maxtor is better. Check Storagereview, do you see any WDs topping charts here and there? I dont.
