IE always limited the number of simultaneous downloads (if you download via "Save Target as...")

I'm guessing this is a registry setting.
Do you know how/where I can change this?

(IE6.0 on WinXP RC2)

Correct me if I'm wrong, I thought this is an issue at the server-side, i.e. the server limits 2 simultaneous download from a single ip.

IE always limits me to either 2 or 4 downloads. Netscape sometimes let me circumvent that and let me do as much as I want. I downloaded some tweak program that claimed to change registry settings, but it didn't make a damn bit of difference.

Using "getright" always has let me download as many files as I need to at once. Try that.

Part of the HTTP 1.1 spec says that you can only have 2 open connections to a server at a time. Hence only 2 downloads. You can disable HTTP 1.1 in IE's Control Panel, or use a third-party program that ignores HTTP 1.1.
