maximizing use of my bandwidth

i have comcast cable, and browsing the internet is usually really fast.

however i noticed that if i'm downloading at even 50 or 100kB/s it drastically slows my connection speed (disproportionately).

i would think a small page (like google.com) should not take significantly longer to open even if 25% of my bandwidth is being occupied ... but i often get timed out errors

is there a reason for this , and maybe a way to fix this?
