Ke$ha gets people talking, in part because she must have used means other than talent or skill, or even looks, to get where she is, so she's randomly on the list, but they're not crazy enough to put her high up.

Taylor Swift is popular right now, so she's high on the list.

Miley Cyrus got the weird haircut, started wearing butch clothes and make-up, and has generally been talked about a lot more than others, so she's #1.
