We came up with these specs for THIS guy's old man
Had to post it, I was so proud. Now shoot me down! :) Prices are shipped. Man that firm 300 mark is cruel:

$57 SimpleMax 101 w/PSU They have cheap round cables if you NEED
$47 ASRock K7S41GX
$68 2400+ Sempron Retail with HSF
$44 Corsair 256MB PC-2700 2.5-3-3-6
$55 AR 160 Gig Seagate Poutpost!
$10 AR $40 Mad Dog DVD Burner Can't rebate to a PO box address

~$280 shipped, w/tax on everything ~$300.

Keyboard, Mouse, Monitor, Speakers sold seperately :)
I would up it to Barton 2500+ and 512MB RAM for about $50 more, but that's overlimit.

EDIT: $42 Silverstone GD98LED is a mATX case with 240W PSU. Tiny: 5.8"W x 14.75"D x 13"H Used to be ~60 when it first came out. Not the prettiest, but Silverstone makes good stuff; good chance the PSU is superior to any other $30 case/w PSU out there. 16A on the 12V rail.
Review

That gets $15 to use somewhere else, or on keyboard and mouse.

Foiled by dell? Not mATX I don't think:

This is not mATX but I would get this over pretty much anything you can build for $300. Very quiet with that awesome duct cooling.

Yeah that's nice if you don't need the monitor and OS. 512MB RAM. You forgot to choose the 400MHz RAM for the same price:

"Free Upgrade to 512MB DDR (400Mhz, 2x256MB) for the price of 256MB!"
