He didn't get awarded a pardon, and he hasn't been charged with anything. So at this time, all that matters is what the people make of the situation.

Technically, there has never been a legal test of accepting a pardon carrying an admission of guilt, and pardon's have been issued and accepted under the premise that it is believed a person was wrongfully convicted. The reference of Burdick v. US (1915) that a pardon carries an imputation of guilt was dictum.

All that said, it's quite an obvious implication to seek a pardon before even being charged with a crime implies that you are guilty of something.
