I think it's supposed to represent how much more difficult high school math was supposed to be then.

The 70's thing is about a teaching fad called "New Math", which was actually from the 60's. The idea was that math is too hard to learn so they tried to make it easier by teaching concepts rather than actual math. The problem with that is that if you don't understand math, you certainly won't understand the "concepts". Not surprisingly, the New Math teaching years were the beginning of the great decline in US Math scores.
