Massachusetts Sucks.

I don't know if this is protectionism or what, but the "babysitting" their RMV has to do really pisses me off.

In order to get a car registration, you have to have a form proving insurance. They won't give you plates or a reg. if you can't prove you have insurance first via an insurance stamp. OK, I can see that.

But in order to cancel the insurance, you must return the plates first and get a cancellation ticket.

I sold my car 4 weeks ago, called my insurance company, told them to cancel, thought all was good, but come to find out I'm *still* paying my car insurance, and nothing I can do until I can get home, get the plates, and return them.

WTF.
 
In that sense, I prefer Virginia. The DMV doesnt give a shit about your insurance or safety inspection. If either are lapsed they assume the cops will get you.

NY wont take a car off insurance untill you mail your company the plates also

I love that the DMV helps enforce the insurance laws. In parts of Texas, more than 50% of drivers are uninsured. (Immigrant population, i.e. Mexicans.) Driving without insurance should be immediate jail time!

So, I don't feel sorry for you. You should have realized what the proper procedure was, and followed that procedure initially. It was irresponsible of you to sell the car without checking into the insurance issue, and now, you are paying the cost.

If you don't have plates, how is the buyer supposed to drive the car? Can you just print out temp ones online or something?

I know that if I'm going to uninsure my vehicle, my plates need to be turned in to the DMV first. Takes about 5 minutes of my time. 5 minutes of time is abuse? I think of it more as honest people are being PROTECTED by a much more intelligent system than VA or TX have. When you sell the car, the plate doesn't go with the car. That makes it impossible for a buyer to drive it around, uninsured, and keep that fact concealed from the police. They stick out like a sore thumb.

Oddly, in NY, I can't recall hearing about any of my friends, relatives, or acquaintances being hit by an uninsured driver. Every time I read about the high numbers of uninsured drivers in other states, I've wondered "how the hell does that happen." From reading here about the short-sighted rules in other states, I understand why.
 
The DMV in Virginia makes you do the emissions inspection before you can register your car. It's only required in a couple counties though (mainly DC suburbs, possibly Richmond too?). They don't care about the regular safety inspection though.

DrPizza, my parents have had four cars totaled by uneducated, uninsured Mexicans. They have been hit many more times, but insurance did not total the vehicle. The uninsured are usually the people that need insurance the most! They come into our country, ignorant to our traffic laws, and then fuck everything up.

Listen to this shit. I was driving with my parents and sister in my mom's Lexus LS. We stop at a red light, and the stupid bitch behind us, on the phone, rear ends us very lightly. There is minor visible damage, but it could be buffed out. She exited her car, screaming, "I don't have insurance. I don't have insurance. Call the police, I don't have insurance." We called the police, filed a report, and told the police officer to impound her fucking car and write her a ticket. He ordered us to leave the scene. We stopped at a gas station across the street and the officer let her go without a ticket. Mexican officer, Mexican driver.

Thank god there is an automatic, no questions asked tow law in Dallas now. No insurance, automatic ticket and tow.

I wonder what the numbers are. I got the impression a lot of people in bama did not have insurance. I think uninsured drivers should be second in line to be shot after drunk drivers.

Also, the insurance is not attached to the license plate, its attached to the VIN. And my insurance doesnt give a damn if the vehicle is registered or not or if I have a license or not.
Of course, I'm sure if they found out someone was driving without a license or with a failed safety inspection they would jack up the premiums to ridiculous levels, but thats a seperate issue from the state.

Sorry to take this thread off-topic, but I am curious about the VA DMV process. I will be moving to VA next week and am trying to take of everything auto-related (Driver's license, title transfer, vehicle registration, plates, and inspection) as soon as I get there. It sounds like I should be able to do everything during one visit to the DMV (assuming I have all the required paperwork and documentation ready to go) except for the safety inspection. Is it true that the safety inspection can be completed immediately after registering a car, or does it need to be done before I show up at the DMV?
