Putting aside all the immigration talk, as someone that served as a UT System Student Regent, and has a friend that's currently a non-student regent, UTEP is like UT's whipping boy. It's a joke. It's ironic but public opinion is a lot more effective than laws. Smoking is legal, publicly hated, and is on the decline. Smoking weed is still illegal, is widely accepted, and is still popular.
