Are there any history buffs out there who know the date on which Margaret Thatcher was quoted as saying, "Russia is like Upper Volta with missiles/rockets" ?

I need it for a foreign policy class. Thanks for your help in advance.
 
Hmm. I'm having trouble with this. So far I've seen articles that say that Clinton, German Chancellor Schmidt, Reagan, and Thatcher said this
