The best way to get a teenager to do something relatively mundane is to make it sound like the worst thing in the world. Rather than open, honest communication about sex, drugs, and alcohol, the social conservatives prefer to avoid the subject or make them seem evil.

God forbid the kids who are having sex anyway be given condoms or educated about STD and pregnancy risks. There might be lots of unwed teenage mothers in the South! Oh... wait...
