Today is the day that a lot of states have new laws that go into effect. I didn't realize it was used by so many states. There is a bunch of new laws and while searching around I found it hard to find all the laws that take affect today for each state. So I started this thread so maybe we can all pull together and list the laws we can find so people don't get caught by surprise.



Please don't get into the politics of the laws, keep that in P&N.
Really just doing this for informational purposes.

That online tax is a major blow.

I live in NC so these are what I have found so far:

Starting today, there are no limits to the tax on gasoline. The state's 29 cent "maximum" tax on gas now becomes the minimum.

State residents serving active military duty and home on leave can hunt or fish without a license.

State commissioner of banks has new powers to put a home foreclosure on hold for sixty days if there's evidence that the way the mortgage was set up or serviced violated state law.

North Carolina state employees can no longer smoke inside state-owned or leased vehicles.

Drivers will have sixty days instead of thirty to get their vehicles fixed if they fail a state inspection.

Active military members won't have to pay a fine if their car inspection lapses while they're deployed outside North Carolina.

Foster and adoptive parents will be getting larger checks from the state for each of the children they care for.

Kudzu plants are now considered a member of the Noxious Weed Regulation program.

No salary increases for state/government employees.

No severance pay for state/government employees.

Taxes

Online sales required to charge sales tax , includes people that have online stores selling from NC, like Amazon affiliates. Amazon has stopped allowing NC affiliates because of this. Also applies to all online sales of music, video, software that are downloaded.

Repair maintenance & installation services.
Ringtones.
Service contracts.
Prepaid calling services to be considered tangible personal property.

Price Increases

Marriage License increase to $60 from $50
Deed Registration increase to $30 from $20
Home inspector fees increased by 15%

Starting Wednesday, Virginia drivers who send or read text messages or e-mail over their cell phones while driving could be fined $20 for a first offense and $50 for any subsequent infractions.

Florida has 152 new ones. Although the date is Jul 1 for the legislation, not all of them take effect today. I believe the vehicle registrstion fee increase, for example, starts Sep 1.

Here

Some of them:

Driving without a seatbelt becomes a "primary offense." Tickets start at $93.

Anyone charged with a felony must give DNA samples. Starts with murder, rape and assault and grows over the next 10 years to include all felonies.

Driver license renewal goes from $20 to $48.

Vehicle registration fees go up from $28.10 to $46.65 for lighter cars, from $36.10 to $57.65 in the 2,500-3,499 pound class and from $46.10 to $71.15 for vehicles over 3,500 pounds.

$1 per pack user fee added to cigarettes. For other tobacco products ? like pipe or chewing tobacco ? a 60 percent surcharge will be added to the wholesale price. Cigars are exempt.

Is it hard to find a site that list all 152 ?
NC has many laws taking effect and I can't find one site that covers them all. Even the NC gov sites it is hard to find them.

I shouldn't even care about this...

Just live in a state that doesn't require vehicle inspections and you REALLY won't care :)

Looks like in KY the only laws I can find easily are that minimum wage goes up from $6.55 to $7.25 today and the state property tax rate is set at 12.2 cents per $100 of assessed value

Indeed... $20 is nothing. People around here still have cellphones attached to their ear and the fine is something like $75. That fine needs to be higher. Texting is definitely worse than talking on a phone.

Do we really need laws that target the use of specific devices? Why not just ticket/fine people for dangerous operation of a vehicles regardless of the reason? I've seen people that can talk on the phone while driving just fine. I've also seen people that can't drive safely while listening to the radio. It's not the device, it's the driver.

Driver's License fee went from $8 to $20 for standard and from $16 to $25 for a CDL

Smoking Ban was contested so that will go to the ballot next year (otherwise would have been in effect as of today)

If you are above 80+ years old you can simply say that you want to be removed from jury duty.

Children under 8 and 4'9" or less are required a booster seat in cars or $100 fine

Min wage increase to $7.25 on the 24th.

89 new laws in Georgia. I haven't been able to find a full list of them though. You'd think news outfits would list them all but nope...just a few. AJC
SB 8: Allows students with allergies to administer epi-pen injections at school.
SB 14: Prohibits anyone on a sex-offender registry from serving on a local school board.
HB 86: Requires absentee ballots to be counted and reported at the precinct level.
SB 64: Makes HIV testing mandatory for anyone in a jail or prison for a year or longer.
SB 151: Allows crime victims, relatives and friends to testify at trial through pre-recorded audio or video.
HB 228: Reorganizes the state?s health and human services agencies and creates a new Department of Behavioral Health and Developmental Disabilities.
HB 280: Provides salary increases for math and science teachers in 2010.

- bill that designates April as Confederate Heritage and History Month to try and drive tourists to Georgia's Civil War sites

The gas one gets me. I think NC is one of the highest 'gas tax' states anyhow.....yeesh!

I dont understand the 'online tax'. Does it mean I will pay NC tax if I order stuff, say, from NewEgg? Or does it mean I'll have to pay tax only if I order something from an NC-based online retailer?

In Louisiana = a cop can pull you over and give you a ticket if he/she sees you without your seatbelt on <primary offense>, and everyone in the vehicle must be buckled up <even in the back seats>.

Well, think about it. We live in an age where bringing a bottle of Tylenol in school gets you in trouble. Kids are essentially banned from giving themselves any kind of medication while in school. They have had to go to the school nurse's office to do anything.

<- Both kids have severe peanut allergies that can put them in a hospital and we've had to leave epi-pens in the school nurse's office per regulations.

I'd grab the phone from them and throw it out the window...you put my life at risk and your phone is history. :|

It is basically a tax to get around the issue that people were not buying local products because they could get them online tax free. The state now wants its money for all online transactions :(

What they are targeting is called 'click - throughs'


If you went to a local NC retailers site then used a link to go to a site like amazon where you bought an item, they want it taxed whether the company you bought it from is NC based or not.

So if I ran a site that was a review site for tv and had links to amazon from my site where people clicked , then bought items based on my referral , they want that purchase taxed as sales.
