Manually setting P4 speed

Is there anyway I can set my p4 laptop to certain speed (under clocking). I could do using power setting, but it would lower by a half. I have a p4 3.0 btw.
 
RM clock is a good software. But I don't wat to mess with the voltage issue. Has anyone play around with RM clock?
 
I recently have. Just let it automatically adjust the voltage. Basically, as long as you don't go up in voltage you're fine. You can even lower voltage, but if you notice any instability in your system just up it a little.
 
RMClock works beautiful. I have a P M 1.7 overclocked to 2.26 in my XPS2.
It allows the cpu to run .7v @ 800mhz and automatically ramps the voltage linearly
up to 2.26ghz @ 1.277v as needed. You can also cap the speed that the processor runs at.
