Manually change time for DST

I have been asked if a user can manually change the time in systray. They have unchecked the box to automatically change to DST and have manually changed time forward a hour. But it reverts back to the old time, an hour early. I am current on my updates so I assume the DST patch has been applied.

Is it possible to do this?
 
Here's a work around. DST can usually be turned on and off. But - set your time ZONE to Arizona. We don't have DST. The set the time to whatever is right for you.

Are you in XP or Vista?

In a domain environment time synchronization takes place, this is a good thing because if your time is off Kerberos will fail (in other words don't try and change the time).

You could change the time zone as a "manual" work-around. But if the user is able to update the time it means they have admin privileges so why not just have them apply the patch?

I apologize for not disclosing they are not under a domain.
