manual fan speed control adapters?

Rather than buying separate "quiet" fans, it seems better to get an adapter that goes between the fan and the power plug and lets you variate the fan speed on your own. Hopefully, this adapter would be cheaper than a $6+ quiet fan, and would have the benefit of allowing you to tweak the speed of your existing fans to your needs (slower during winter and when browsing the Internet, faster during summer and when playing 3d games). With a quiet fan, the only options you'd have are slow and slower.

Anyone know whether such a thing is sold? I've only seen manual fan speed control sold with a fan and being integrated into the wire already.

Zalman makes a fan speed controller called the fanmate1. It is a manual dial to control the speed of any 3-pin fan. Try Sharkacorp.com

i cant even vaguely understand why they cost so much, the RheoBus in UK is like £35. It looks like something I could mod (badly) for like, £5.
