Managing bandwidth on a home network

Are there any tools I could use to manage/cap the amount of internet bandwidth each of my 2 computers use? I've been looking for something to do this but it would also have to be somewhat easy to shut down so when I chose to I can give 1 of the 2 computers unrestricted bandwidth usage.

there are several open source tools. The best would be pf (in *bsd) and I think that monowall may have this functionality out of box (monowall is a "router" type distro)

Thank you. I should have pointed out that I need something that would work in windows though, sry my bad :(

I'm not saying to replace all your computers OS's, but to replace your router, as that is the best place to monitor/control bandwidth

I am also interested in this.
Is there an off the shelf router that would allow me to prioritize a particular network port (ie cat5 cable connection)?

Check your router settings, it might have some built in options. I'm spoiled with my WRT54GS v2 and its open source firmware.
