I wonder if the time of the arrest is the time the police arrived. If so, that's a long time for police to show up to a scene of an ongoing crime.

A stun gun was used, not a taser. A taser shoots a pair of electrodes that connect the attacker to the device with a pair of thin wires. This allows the device to be used safely at a distance and is practically guaranteed effective. The power supply and flow are specifically designed to provide an incapacitating effect while the operator holds the trigger.

Stun guns are capacitive-discharge (CD) devices that produce an electric shock and discomfort but do NOT incapacitate the target. They also require the user to be within dangerous proximity and safety is NOT assured especially if the attacker is high as a kite, etc. They do tend to fend off purse snatchers of the kiddie punk type when fired in the air with their crackling report noise and bright bluish flashes. 😀
