The shooter was assaulted. Many bums have major mental problems and you never know what they are capable of. Look at this guys record on CNN. Reads just like you'd expect..mental health probs all the way.

How many times have you seen them yell at/chase pedestrians for ignoring them? Hell, many of them would shank you just for not giving them money.

This is what happens when society lets these people out. In Ontario we used to keep the mentally unsafe people locked up but now they have their "rights" and are allowed to do as they please. The problem is that they can barely function in society and then stuff like this happens.

Highly unlikely, being "slapped" (in public no less) is not a danger to your life. Him being unlicensed is just icing on the cake.

What? Are you tyring to say that in a metro area of 1 million+ people, there hasn't been a fatal shooting in over 2 years?

That's why Portland rocks. One of the safest "big cities" in the country.

(Although, to be fair, it's been 2 years since a fatal shooting in the city proper - not the metro area included. I'm not sure what the statistics are on that. Still, given 2 years since a shooting in the CITY, you'd figure the metro area is pretty safe as cities, go, too.)
