I think they were perfectly justified in arresting him. If you went to a drug deal, street race or perhaps any other illegal activity and went around trying to find the undercover cop (provided one was there) they'd damn well try to get you arrested and taken away (in a polite, nonchalant undercover manner) based on a charge of Interferring with a Police Investigation, or a similar charge. Seems like a similar charge must exist for Marshalls.
