For a hit and run, the batter needs to swing at the ball no matter what, because the runner will be going as soon as the pitcher begins his motion to the plate.

Hit and Run
A hit and run is a play in baseball where the baserunners are put in motion before the ball is hit and the batter is required to attempt to make contact with the pitch, whether it is a ball or strike.

That is an accurate description of a hit and run when there are not 3 balls, because if the batter does not at least foul the ball off the runner is usually toast.

However, that doesn't mean with 3 balls you can't put the runner in motion and have the batter attempt to swing...ie not a steal. If you personally don't want to call that a hit and run because the batter doesn't HAVE to swing that is fine with me. It doesn't mean that isn't what is going on...

If you are running on contact, it's a Hit and Run.

The runner leaves way before contact on a hit and run.
