If it's anything like what I saw and heard about, the same story was played out in hundreds of churches in Louisiana and surrounding states that set up "temporary," "emergency" shelters, where a few days turned into a few weeks and then a few months. Most people did get out as soon as they were able, but I know of plenty of situations where the membership of the church, who were volunteering money and huge amounts of time, quickly figured out they were being taken advantage of by a certain percentage of the people.
