No he looks nothing like Laurence Fishburn.

He does however appear to BE...

He's either a model from the same agency they used for Mr. Valve (the other guy with valve in his eye), or he's some random guy. They used a guy off the streets for the character model of Dr. Eli Vance in HL 2.
