I can agree with that, the country as a whole values human life, however, as individuals, Americans tend to be more selfish (in my own experience living in the USA, and traveling around Mexico and other Latin American countries) so I'd say there'd be less heroics like in the quoted article, because people in America don't give a shit about their neighbor, much less about a total stranger.

You are absolutely correct. Individually Americans are some of the most selfish people in the whole world. However, when we see such minor atrocities such as waterboarding or the occasional tasing, we go apeshit. It's quite pathetic, when you think about it.
 
I would be scared to rescue somebody cus you hear about all those people getting sued while trying to be the good samaritan like that person who pulled out a lady out of a burning car and she broke her neck and sued the good samaritan that pulled her out.
