What would be the best voltage setting for it, and since I am going to over clock it would you suggest a new cooling system, right now I have a Thermaltake silent boost on it

Depends on overclock.. just up the voltage slowly as you overclock.. put a overclock you want.. then restart.. no boot? restart and up the voltage some more. rinse repeat..

As Ender said, it's just trial&error, start off@default vcore and work from there. What board are you using? most don't have PCI/AGP lock so that may be the limiting factor and not your CPU or Ram, I know it's my limitation with the A64 3000+ and K8USA. BTW, that's a good cooler so it should allow a healthy overclock.
