Making icons?

Are there any free programs to make icons? Can I simply make an image in another format (such as BMP) and rename it to ICO? What are dimensions of icons anyway? Thanks. Btw, this is for Windows systems.

Microangelo is a great shareware icon program.

You can get it on Tucows or something.

icons are usually 32 x 32 i think.

If you aren't doing anything to complex, you can make icons with the windows paint program. After starting up paint, go into the image properties and change the image size to 32x32 and then after making the picture save it as a .ico file. And, yeah you can take any .bmp file and change it to a .ico extension as long as the dimensions are 32x32.
