Making custom Speedstep settings?

Is it somehow possible to change the FSB/multiplier/voltage (especially voltage) that a Core2 switches to when using Speedstep? For instance, my E2160 switches to 6x multi and 1.4v (as opposed to 9x and 1.5v when in use). I know for a fact that it'd be fully stable with far less than 1.4v when downclocked to a 6x multi, though. It'd be nice if I could make it run at that lower voltage when it clocks down.
