Currently my brother runs a computer from many years ago.
A Q6600 and an ATI 8800. It was good back when World of Warcraft released, but not too good anymore.
He wants to try games like COD and Skyrim.
If overclocking is possible without the need for ridiculous cooling solutions, that would be a good option too.
This is the system I have in mind for him:
Processor - i5 3750k - $229
Motherboard - Asus Maximus V Gene - $219
Memory - G.Skill RipjawX 16gb PC3-12800 (2x8gb) - $69
OS Drive - Crucial M4 128gb - $109
Graphics Card - Sapphire Radeon HD 7770 1gb - $139
Case - Cooler Master 922M - $109

Re-using his PSU. One year old Corsair HX750.
Re-using his 1Tb WD Caviar Black for storage
He will be running a single 24" monitor at 1080p

The motherboard may be overkill, but at least it ensures a good chance to overclock, lots of features and for only $20 more than most Pro models.
