Spybot S&D Immunize - Adds a large list of malicious websites to Internet Explorer's Restricted Sites list just as SpywareBlaster does. This can be found by clicking the Immunize button on the left side of SpybotS&D.

You can add a layer of protection to your home network or computer by using OpenDNS
or Norton DNS
Norton DNS uses Symantecs exhaustive Safe Web database

Sandboxie was already mentioned but you need a analyzer to analyze the files you download before recovering them

pc safeguard seems interesting, it is the replacement for steady state i guess.

how much does it affect boot though, I remember steady state slowed boot times on older pc's I tried it on.

Then again you can always fit an ssd.... anyone try safeguard with ssd?
 
If you need to connect remotely to their PC consider TeamViewer. I use to to work on a lot of machine remotely. It works really well.
 
You could also lock it down with a local group policy to where the only things that will run are programs under the Windows\system32 dir and anything under Program Files\.
