Making a non-english system, how?

Well I plan to make a system for my dad. The thing is, he wants the system to show chinese characters. Is it possible to do that when all I have is a english version operating systems? I also need to be able to use the machine aswell, in case there needs some troubleshooting done. I dont read chinese, so if its possible, is there a two language in one upgrade that microsoft makes avaliable as a patch?

He only plans to use the windows explorer to just surf the net, listen to music, and look at stocks.

P.S: I plan to use Windows 2000 Professional

Yes it is possible!
just go to control panel -> Regional Options in win2k
in general tab. check whatever language you need!

but winxp has superior unicode support
go to regional and language options in xp
under advanced tab, choose the language for non-unicode program
