Yes it is.
In state college where I went to Penn State.
there are 2 lanes going in each direction divided by a block of buildings, no median, no soulders, no street parking, just curb + sidewalk on both sides.

Delivery Trucks will routinely stop in a lane and make their deliveries, blocking that entire lane for 15 or more minutes.
Police will do the same when they ticket an individual. Stop right in the lane, blocking it off. (theres nowhere to pull off, no on street parking)
