Making a 2d cartoon (more like slideshow w/ music)

i want to do a small cartoon that would play at about 2 fps. it would be very, very simple. i want to play some music in the backround (that i have in WAV and MP3)

is there a free program that i could use to do this?
a program that links bitmaps together that i could put music in? would power point and paint work?

I guess PowerPoint could do it, but you'd be better off buying Macromedia Director or Macromedia Flash for the task.

Director and Flash are rather overkill for what you want to be doing...and they have a rather steep learning curve. If you know powerpoint, go ahead and do it with that. Another option would just be to make an animated gif (www.jasc.com for 30-day trial of Animation shop, which is fairly simple to use) and put that into an html file with the wav or mp3 embedded into it.

Adrian Tung: i am getting flash soon, but this is just a cheasy intro for a power point intro.
i think that it would take to long to go get the program and learn how to use it. thanks annyway.
