I think I always just folded a normal piece of paper into 4ths or maybe 8ths and cut the corners off... lol

ya have to fold it in 6ths to get it a snowflake..

in half, then one side towards the other, and the other towards the first, til they overlap and make a triangle.. then lop off the odd bits, and..

there ya go... ready to snip.

or.. in half, then make a cone, then smoosh it flat, then lop off the odd bits.. if that's easier!
