question:

Is the mailing date the day you take it to the Post Office or the day they mail it out?
And if it's the latter, can I take it to the post office earlier for them to mail it out a day or two later?
 
The date that mail is officially considered "mailed" is upon receiving it at the sender's post office.
 
The mailing date is the postmark date. That would be the day that your post office actually sends it out. So, usually it would be the same day you give it to them. But, if it is after the last pickup at the box then it will be the next day. And I guess you would have to ask them about holding a package to send later. The only thing I can think of is doing postage online and telling them to pick it up. But you will have to leave it outside then.

the postmark date is the date at the MOMENT you hand it to them. or the MOMENT they stamp it.

the mailing date is whenever they get around to shipping it out 🙂

No. I am pretty sure most post offices have a drop box inside for packages. You dont go up and set them on the counter. And if I did do that I would feel like a jackass, not superman.
 
As mentioned, you can always ask for a postmark, the round stamp, on your mailing. That is legally binding as far as when you send the article out. However, it is also correct that it doesn't necessarily mean that's when the article will be sent out. I've known many post offices where the truck comes by at 4pm on the mark (they close at 4pm and still typically are servicing customers till, say, 4:15), and whatever hasn't been loaded onto the truck by then will simply have to wait till the next day. Sometimes the trucks are too full as well, so some of the lesser classes of package cages will not be sent that day (express mail always gets in first). This is especially the case during xmas season when they may have hundreds of packages laying around.
