The seems pretty absolute to me.
Yes there is. It is mentioned 5 times in the constitution.
It is mentioned multiple times because it is outlining specific ways in which you are not allowed to infringed upon it. If voting was an absolute right why not instead simply say: "the right to vote shall not be infringed".:hmm:
