Question MacOS Sequoia window management question

I think this was my first encounter with the latest version of MacOS and I'm wondering whether I was dealing with its default behaviour or maybe related to the customer's settings / style of usage, but it was really bizarre IMO.

The customer had a problem with Apple Mail, so I floated the pointer where the dock should be, clicked on Apple Mail, so it opened a draft e-mail that was partway through being written. I tried this repeatedly and it would just open other draft partially written e-mails, and the only way seemingly to get the actual Apple Mail window open was once that app had the focus (so therefore the bar at the top of the screen had the app's name on it), I had to go into (I think) the first menu and click on 'New viewer window' (IIRC). Is that how one should do it these days on MacOS?

Is this a new thing, or some peculiarity with the customer's setup? the Dock was auto-hiding on the left side of the screen so evidently they had made some configuration changes.

Just tried this on my system and it’s not behaving as the customer’s machine (opens the viewer window on dock icon click even with a draft mail open) so it may indeed be down to some setting or some bug that they are experiencing.
