Most likely, yes.

Most newer Macs use a standard SVGA monitor connector.

Older ones used something different, but they sold adapters to allow connection of standard monitor to a Mac.

I have one on my second system, an Apple ColorSyncII 17"
I got a Dual Male VGA Cable, one end goes to my VGA out of my Video Card, the other end goes into the Adapter, which plugs into the back of the monitor.
The Picture at 1024 x 768 is hard to beat!! you have to know the refresh rate that your card is throwing out, then set the DIP switches accordingly, most older mac Monitors don't handle lower Refresh rates.
Pretty Easy to set up. Just takes a little thinking!!

Yes. You need a DB15 to HD15 converter. Runs you about $20 at places like Fry's.

I believe the newest Apple monitor uses a different (not HD15) connector.
