If you watch the first season, it sounds like he says "effin' cry". Since it caused so much confusion (censors speaking up?), I think they redid that part of the intro to make it sound clearer. Though, I think it's always been "laugh and cry".

Lucky is the name of the main character. Lucky Peter Griffin, though they usually just call him Peter. They only refer to him as Lucky on the hidden unaired episode on the DVD set.
