I will be getting this HTIB. It doesn't have Dolby TrueHD or DTS-HD, but I was reading that if you set your blu ray player to Linear PCM that it sounds just as good or better than those HD audio formats. But looking through the user manual for this HTIB I posted above, I didn't see anything in it that says that it can decode the Linear PCM signal. Aren't all receivers(especially new ones with HDMI 1.4v inputs) supposed to take Linear PCM? The reason I was looking at this HTIB is because I want it to sync well with my Samsung LN46A550.

LPCM (aka PCM) isn't decoded by the receiver, but rather played back only. So if it is HDMI 1.3 or greater, it should work (assuming your Blu-ray player can decode them and send them LPCM).

Think of TrueHD (et al) as being a zip file. It doesn't matter where the file gets unzipped (decoded) it will be the same data and thus sound the same in the end.

LPCM does allow commentary background sound where most receivers that decode the TrueHD lose the "background" sound with commentary tracks.

I found in the manual that it uses Pro Logic II to decode LPCM. What does that mean?

If that's true then it's just a simulated surround sound and not true surround sound with each channel being discrete. I find that weird that the receiver would do that when all channels of a multi-channel PCM signal are discrete. When I had my HTPC doing the decoding my Denon AVR displays Multi CH IN and I get 5.1 but it doesn't light up the HD audio light nor will it show if it's DTS-MA or TrueHD.
