are there any low watt peltiers that'll only cool to like 20s C? will i get away with condensation problems with that kinda temp? the lowest i've seen is 72 Watt ... maybe i can do the 7V wiring trick to make it only take 42watt?

Peltiers don't work that way. They need to be able to handle the full load temp or the Peltier junction will overload with heat and a ton of heat will come back and cook your core. Most peltiers are rated at higher than 12V for their power anyway. So running them at 12V already reduces their efficiency.

So if you are running a 1ghz T-bird at 1.4ghz thats 81 Watts of heat that the peltier must handle. You would need a 120 Watt (at least) peltier to be able to deal with it at full load. One thing is to run your processor full load always to make sure it don't get too cold. But the only way to dump the combined heat from a peltier and a big T-bird is with water cooling anyway. And watercooling is usually enough by itself... Peltiers are for the extreme overclocks. Mainly because honestly you don't wanna run that much power all the time. At least I don't.
