Low GPU usage,High CPU usage?

Let me give some backstory first. I put together my first build about a year and a half ago. After continuing to have problems with much lower than expected performance on every game I've tried and with Windows lagging and freezing up, I sold my R9 280x (after it went up to around $400, and I actually made a profit on it), and replaced it with a EVGA 770. Saw no changes with that. Then had a buddy swap out my RAM and Power Supply with mine, still nothing. So that narrowed it down to the motherboard and the CPU. Sold the CPU and ditched the motherboard and swapped them out with the new Skylake i5 6600k and a ASUS z170-p D3. Windows is currently running perfectly however I'm still getting low game performance. For example on BF4 I get only an average of 50-60 fps and with dips into the 20's and even teens happening pretty often. My temps usually stay around 60c, however my GPU usage seems to stay around 70% and my CPU usage averages 70-80% and sometimes maxes out, even after closing most programs in the background.

I really don't know what to do here so any help would be appreciated.

GPU: EVGA Superclocked 770 GTX
CPU: i5 6600k
PSU: Rosewill RG630-S12 630 WATT
RAM: G-Skill Ripjaws 2x 4GB 1600
OS : Windows 10 64bit

Hmm. Tell us more about the resolution an detail settings.

Are you overclocking anything?

Are you running anything that shows what temps your CPU and GPU are hitting while playing the game?

I have read that with Ultra and no AA you should get around 60 fps at 1080. That is in single player.

Im running it with everything on ultra and 1080p, nothing is overclocked except for my graphics that's factory overclocked. Im using MSI Afterburner to check temps.

In that case, your FPS sound about right.

From what I have seen, this is consistent with multiplayer games when your server is under a heavy load. A little google searching may give you some ideas on how to work around this.

The easiest way to confirm this would be to spend some time playing in single player and see if you are experiencing the same drops.

Try to lower the texture quality,could be the disk bf4 is on is not fast enough to read the amount of data required to stream ultra textures.

That brings up a good point. Run your game with GPU-Z to the side. When you start, keep your eye on the Memory Used column. See if it starts getting near the top as your framerates start to go down.
