Low FPS

I have been playing Wildstar on low settings and I am getting about 15ish fps. My specs are Intel Core i5 CPU 650 @320Ghz, 12.0GB RAM, AMD Radeon HD 5870 video card. My drivers are up to date as far as I know. I know the video card is a bit old but it still seems like I should have a higher FPS. It also happens on other games. On low settings on World of Warcraft I raid at about 8-10 fps.
 
Oh I thought you just meant working. Yeah they all seem to be hooked up fine. I installed the program and when I start up the game Core #0 and Core #1 go from 100-105c.
 
Your cpu is overheating and throttling. Check to make sure the fan is spinning on the hsf, that's the fan on the cpu. If the fan is not working you will need to replace it and most likely the whole hsf. If it is spinning then you need to reseat the hsf. By reseating we mean removing and then putting back on the way it is suppose to be so that it is making solid contact with the cpu.
 
Yeah, 105c is way too hot and the cpu starts running very slowly to protect itself.

Something is wrong with the cooler, either it's not on properly, full of dust or the fan broke or something.
