I'm not entirely sure what's going on...
Either Max Payne 3 is a console port or something is wrong with my hardware.
I don't have CPU or GPU bottleneck, maybe my motherboard has too low PCI-E bandwidth (PCI-E 2.0 x16 + x8 + x8 = 32x total).

This user with 4x 7970 and 2011 CPU gets 150-170fps:
http://www.youtube.com/watch?v=rZ4VUzmjBA8

3x AMD 7950 clocked to 1220core 1575memory, temperatures are below 50c for core, VRM 60c (fullcover watercooled).
CPU is 2500k clocked to 4.7Ghz.

As seen on first diagram CPU peak is 80% load, I also logged GPU usage which was 45-60% load, it never went over 60% load.

My memory is clocked at 1333, It's 1.65v 1600 that I have undervolted to 1.50v.
However it is reported as 1.376 - 1.392v VDIMM.

I was able to max out Metro 2033 on two GPU's and 1100c/1575m and with Radeon Pro I put DFC (Dynamic Frame Control) to 80fps and it was smooth as butter 99% of gameplay.

Now Max Payne 3 neither my CPU or GPU's are anywhere near to maxed out and game is horrible gameplay which is a shame because I LOVE this game.

The above is with maxed out settings, to get acceptabel gameplay 70fps with 2 gpu's I use below settings:

your cpu is clearly bottlenecking the cards. Your cpu can handle 2x HD 7950s but 3x you will need more cpu power.

Edit: You also have to remember 4 and 3 cards doesn't scale as well as 2

How can it be bottlenecking when on the first diagram it's 80% peak CPU load.
Also it's 3x 7950, I did try one 7950 and 2 7950 with no help.

80% is a bottleneck.

Your CPU, RAM and motherboard are the culprit.

For SLI/CF you will need 2600k/3820 and at least 1600mhz memory.

For Tri/Quad you will need 3930k with a mobo that supports 40 lanes.

And with such fast setups, RAM below 1600/1866 is only adding another variable to disturb (or at least be a possibility or worsen the situation).

Get a 3770k and things will be much better but far from perfect. For perfect performance you will need PCI E 3.0 with 40 lanes which means a 3930k.

2600k is not better than 2500k for gaming at same clocks.

I have 32 lanes PCI E 2.0 (16x 8x 8x), If you have proof that I need 40lanes PCI E 3.0 if you have a link please post, otherwise I'm not going to buy a new motherboard without proof that it will help.

Put your RAM back to stock voltage and frequency and see what happens.

I was recently tinkering with undervolted RAM and had some framerate issues when I forgot to bump it back up.

That should be so obvious that there's a bottleneck. If your GPU usage was 100% and your Cpu was usage was 60-80% than it wouldn't be a bottleneck.

@aaksheytalwar is correct you need a socket LGA 2011 Cpu with a X79 board with 40 lanes to releive the bottleneck and you would also need new ram. Like 16GB 1866MHz

Ive read a article here on anandtech that anything past 1600 does not give gaming performance.

Here is my cpu usage, it's mostly 45%, never over 80%
