low fps in css

I started playing counter strike source again after good 6 months. I am going to buy a new computer for Christmas, but I want to know why has my fps dropped in css on my current computer. As I recall, I used to get 50 fps, which is not high, but on high resolution and some high settings(not AA). Now I get only 25 in intense battle scenes with lower resolution and settings set to low and I am using a config that disables dead bodies, shiny water, etc. My computer is not really loaded with crap, which would usually slow it down a lot. I have an old P4 2.93ghz CPU, 2gb of RAM, X1900Xl Video Card, 17" Monitor(75hz).
 
my video driver date is 7/31/2008. I have tried the omega gaming drivers, but I think it messed up my computer. What other drivers is there to update?
 
It could be a number of things, something as trivial as a Windows reinstall might fix the issues. Or it could be something hardware related, like the power supply. First thing I'd do is reinstall CSS, then if you still have the same issues reinstall Steam.
