1. What YOUR PC will be used for. That means what types of tasks you'll be performing. POS (Point of Sale-Restaurant Fast Service)We use PC America, and aside from that we use the internet occasionally.

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread Hoping to spend$500 or less.

3. What country YOU will be buying YOUR parts from.
USA
4. IF you're buying parts OUTSIDE the US, please post a link to the vendor you'll be buying from.N/A
We can't be expected to scour the internet on your behalf, chasing down deals in your specific country... Again, help us, help YOU.

5. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
I have never had anything that isn't INTEL, but considering the low budget I will definitely consider AMD if it has the good reputation behind it.
6. If YOU intend on using any of YOUR current parts, and if so, what those parts are. Video Card:GT 610 NVIDIA, DVD Drive, Will consider using same Hard Drive even though its 6 yrs old, other wise i need to clone because I need to keep the POS software as programmed., and 2 24" monitors.

7. IF YOU plan on overclocking or run the system at default speeds.
NO overclocking
8. What resolution, not monitor size, will you be using?
1920x1080 resolution on two PLANAR 24" monitors. (PX 2230MW

9. WHEN do you plan to build it?
Note that it is usually not cost or time effective to choose your build more than a month before you actually plan to be using it. December would be the ideal month to make the expense but it can be in November

X. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software? I have windows 7 and am aiming at just cloning the HD if not using the existing one.

I am considering AMD processors for this system because of the low budget. But I have no experience whats so ever with AMD and would appreciate any help in choosing a reasonable reliable AMD processor, and motherboard at that too. Other wise i'll probably end up getting an i3 intel.

Thanks in advance.

Why on earth are you recommending obsolete AMD parts for a basic POS system? If that's all its doing get a G1610 OP. I use one in my daily office box and it doesn't flinch for standard office tasks.

2nd'ing pre-built.

You want something with a service warranty so you don't have to troubleshoot hardware problems when you could be focusing on running your business.

Yeah these prebuilt systems look pretty good. I might now enjoy the fun of building another system. :-(

You can get a Vostro 270 from Dell Outlet with a G2020 for $299. Comes with a 1 year NBD warranty with that price.
Alternately, an Optiplex 3010 for $400 with an i3 and 3 year warranty.
