I think this is the problem exactly. While I agree loud Harley are annoying as shit, you dont typically hear them being driven around residential neighborhoods late at night. What you do hear, is dipshit teenagers with rice exhaust blasting rap music. Or even worse, parking in front of their girlfriends house with the stereo up for extended periods of time while the rest of the neighborhood is trying to sleep.
Many teenagers still have that whole " the world revolves around me" complex, so they are much less likely to think of consequences or other people. That's why you will see the things that are popular with that crowd ~ fartcan exhaust ricers, loud "urban" music, etc cracked down on before anything else.
I know it isnt as interesting as "teh man is out to get me", or " all of the city counsel rides harleys !!1", but I think its much closer to the truth.
That being said, if they started ticketing people at a certain Db regardless of what it was, it wouldn't break my heart. Your goddamn motorcycle does not need to be that loud, and I dont even want to hear "its so other cars can know I'm there" bullshit.
