Lots of little wierd problems on new system

I just built my little bro a going of to college computer, i havent been following computer hardware recently so i over looked the 20pin > 24pin change. Here is the computer:

Now here are the problems i have been encoutering. First i had a fair amount of trouble getting windows installed, windows installed to the sata drive just fine, but would have difficulty reading the cd at a certin point in the install, i fixed this by copying the i386 files to a burned disk and just swaping that in. I just figured this problem was attributed to a cheap cdrom. After i finally got a good winXPpro install in the computer would reboot durning start up, i figured it was most likely a driver issue so i updated windows with sp2, all new drives, including motherboard drivers; didnt help. So me and my bro installed a varitey of games, the computer appears to be rock hard stable once it has fully booted. But while playing games my bro noticed a new issue, while the computer is under a heavy load the onboard sound fades in and out, this can be corrected by restarting or just quiting the game, music seems to be unaffected. Now the latest issue to come up is the onboard network card not working, whether it is connected directly to the cable modem or switch it will not maintain a connection, it will jump back and forth from cable connected to cable disconnected. I have done two windows installs and these same problems seem to persist.

So.... my theory is that it is a cheap 350w 20pin PSU on a 24pin pci-e system. I figured if it were a faulty piece of hardware, stability would be somewhat more affected. But from the other post i have read about the 20pin > 24pin issue, it seems like video stability should be affected, but as far as we can tell its not. The video card does not have a 6 pin power connector, it runs only off the mobo.

If anyone has any opinions, suggestions, or ideas it would be greatly appreciated, we dont really want to buy a new PSU if we dont have to, but imagin we will.
