So let me enlighten you..
Dual layered DVDs hold 9GB per side, yes. Double sided DVDs (AKA DVD-18s) suck ass...not only are the more fragile but the cost more to produce and have a very high failure rate in the factory.
This version of LOTR is 208 minutes long. Let's look at what takes up the space...remember the first two DVD are dedicated to the movie itself (18GB, and take a bit away for menus and stuff so let's say ~17GB to work with):
DTS 6.1 audio track: 1.2GB
Dolby Digital 5.1 track: 700MB
Dolby Stereo Surround: 350MB
Audio commentary 1: 350MB
Audio commentary 2: 350MB
Audio commentary 3: 350MB
Audio commentary 4: 350MB
= 3.65GB for audio alone.
17 - 3.65 = 13.35GB left for video.
This leaves us with an average video bitrate of around 8,700 kilobits (a little bit over 1MB) per second, which is considered good, but I have seen some movies that have 9,000+ averages. MPEG-2 needs lots of bitrate to work well.
As for Discs 3 and 4, expect to see
at least 6 hours worth of video in the bonus features, along with the audio...so 2 discs is needed. They are really packing this thing. No other DVD release out there will compare to it I think.
