Lost windows start, and task bar

I am not sure what i did to lose them, but i was having a problem with the newest nvidia drivers (it kept wanting to give me two monitors, and the primary would only allow very high res, and the other would allow 800x600 but I never get that one to be my primary) so I delted the monitor that was the primary from device manager and then reboted and was able to get the res to 800x600. after that hapened i tried to change my wallpaper and when i right clicked the screen went blank with a blue line on top. I hard powered off and when i rebooted the start menu and task bar were not to be found. I completly shut down and loaded windows again and they are still gone. I am sure it is something simple but, is beyond me. If it matters it is 98SE, please help.

Perhaps auto hide was automagically turned on? Try hovering your mouse near all four edges and see if the start bar pops up.

It may also be that explorer.exe isn't running for some bizarre reason.
