lost my programs

Any recent changes? System specs? Spyware/Virus definitions up to date and running? Firewalll? Can you put short cuts into quick launch tray? What does Windows start menu have in it? Help! Oh and, welcome to the yellow brick road!
 
start menu under user data is empty. I have done some changes. I think spyware & AV are solid. Firewall is up. I can put shortcuts into QL tray.
